Frequently Asked Questions
What Is a Health and Safety Representative?
Health and Safety Representatives, commonly referred to as HSRs, are workers who have been elected to represent the health and safety interests of their work group. HSRs have roles and functions under the WHS Act. If they have completed a regulator approved HSR course they also have powers to issue a Provisional Improvement Notice (PIN) and to direct unsafe work to cease.
Work health and safety is critical to any workplace in Australia. The Health and Safety Representative (HSR) training provides a wide range of learning outcomes aimed to identify and address safety issues faced in the workplace.
As one of the leading Australian health and safety training providers, our HSR training courses can be completed online via Zoom and is approved by SafeWork NSW, WorkSafe ACT and Comcare
Elected HSRs are entitled to attend a HSR training course approved by the regulator in their State/Territory or by Comcare for Commonwealth workers.
How Do You Become a Health and Safety Representative (HSR)?
Anyone can nominate for the role as a HSR. You become a health and safety representative within your workplace by being elected by the workers in a work group.
As the health and safety representative, you can represent the workers in your work group. HSR elections take place after an agreement on the number and make up of work groups has been reached. All work group members are entitled to vote for one or more HSRs and deputy HSRs for a three-year term.
Is Health and Safety Representative Training Mandatory?
In most States/Territories it is not mandatory to have Health and Safety Representatives in your workplace. HSR training is mandatory in Queensland and Western Australia.
In other States and Territories, HSR training is not compulsory, it is an entitlement, which means that if the HSR requests this training, the PCBU must arrange for the training to occur. HSR training is of course strongly recommended. Trained HSRs can make a valuable contribution to effective health and safety management.
What Is Involved in HSR Training?
During the 5 day course we will cover a number of key topic areas to ensure you can effectively carry out your role as a HSR rep. Across the five days we will cover WHS legislative framework, the requirements for representation in the workplace, effective negotiation and conflict resolution skills, risk management, provisional improvement notices and directing unsafe work to cease. These are key topics covered during the five days however there is much more detail contained within these topics themselves. We deliver courses in a conversational manner which means that you can ask any questions anytime regarding the content.
What Are the Duties of an Elected HSR?
HSRs do NOT have duties under the WHS Act. Instead they have functions and powers.
HSRs can therefore not be held personally liable for anything done in good faith.
Some of the HSR functions and powers are listed below:
- A HSR is elected to represent the safety interests and concerns of the workgroup
- Communication between management and work group members
